Question : COMMUNAL VIOLENCE



(a) the number of incidents of communal violence along with the number of persons killed and injured in the country due to such violence during the last three years, State-wise;

(b) the number of persons arrested and convicted for the said violence;

(c) whether the Government has fixed any compensation amount for the victims of the said violence; and

(d) if so, the details thereof along with the number of persons given compensation so far?

MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI JITENDRA SINGH)

(a): As per available information the number of communal incidents in the country, State-wise, and the number of persons killed and injured due to such incidents during the last three years are given in Annexure.

(b): “Police” and “Public Order” being State subjects under the Constitution of India, the responsibility of registration and prosecution of crime primarily rests with the respective State Governments. Details like number of persons arrested and convicted are not maintained centrally.

(c) to (d): The Government has not fixed any compensation amount for the victims of the said violence. However, the Ministry of Home Affairs is implementing a Scheme titled ‘Central Scheme for Assistance to Civilian Victims of Terrorist, Communal and Naxal Violance’ under which assistance to civilan victims, inter-alia, of communal violence is provided at the rate of Rs. 3.00 lakh to the next of kin for each death and to the victims with 50% or more permanent incapacitation. An amount of Rs. 04.35 crore has been released to 145 families of victims of communal violence from 1st April, 2008 till date under this scheme.
