Question : Addition of Parivara and Talawara Communities in ST List

(a) whether the Government has taken note that there was a small procedural lapse in the Bill to include the Parivara and Talawara communities in Scheduled Tribes list passed by both the houses of Parliament and if so, the details thereof;

(b) whether the Ministry of Law and Justice has taken a suo motto cognizance of the fact that the names of Parivara and Talawara communities were to be removed from the central OBC list before adding them amongst the Scheduled Tribes and intervene to convince both the Ministries of Tribal Affairs and Social justice & Empowerment to do the needful to complete the procedure, to include these two communities in the Scheduled Tribes list and if so, the details thereof; and

(c) whether the Ministry of Tribal Affairs takes the onus of coordinating with the Ministry of Social Justice & Empowerment, Government of India and the newly created Ministry of Scheduled Tribes Development, Government of Karnataka to complete the parliamentary procedure and include the name of Talawara community in the central Scheduled Tribes list along with the Parivara Community?

(a) to (c):“Parivara and Talawara” communities have been included in ST list of Karnataka vide the Constitution (Scheduled Tribes) Order (Amendment) Act, 2020 [Act No. 4 of 2020] published on 20.3.2020. Ministry of Tribal Affairs is nodal Ministry for Notification of a community as Scheduled Tribe under Article 342 of the Constitution. However, the responsibility of issuance and verification of Scheduled Tribe certificate/ social status rests with the concerned State Government/ UT Administration.
