(a) The Scheme titled Scheme to Promote Voluntary Action for Persons with Disabilities
enables the voluntary sector to take up welfare projects in the area of education, training
and rehabilitation of the Disabled. Under the Scheme eligible organizations can apply for
financial assistance for setting up special schools, vocational training centers, sheltered
workshops, day care centers, rehabilitation centers providing therapeutic and counseling
services, placement services for the disabled persons. Homes and vocational training
centres for persons cured of leprosy are also supported.
The reduction or enhancement of amount of grant to a non-governmental organization in
any year depends, interalia, upon a number of factors such as no. of beneficiaries found
present, the budget estimates of the organisation and recommendation of the inspecting
agency on various cost items, extent of utilisation of grant of previous years, compliance
of documentary and other informational requirements, actual expenditure, availability of
budget under the Scheme and changes in parameters, etc.
The effort towards encouragement of the voluntary sector is seen from the growth in the
expenditure under the Scheme and the NGOs assisted. During 97-98 the total
disbursement under the earlier versions of the Scheme was around Rs.20 crores released
to around 400 organizations. The expenditure has grown to around Rs.62 crores spread
over around 534 organizations during 2000-01.
