Question : Vacant Posts in CSS

(a) the details of the posts lying vacant in all the grades in Central Secretariat Service (CSS);
(b) whether the Department of Personnel has stopped all the adhoc or regular promotions in all services including CSS;
(c) if so, the details thereof along with the reasons therefor;
(d) whether the promotions granted to the officials on adhoc basis has been stopped in CSS;
(e) if so, the details thereof;
(f) whether the promotions in other services except in CSS are continuing and if so, the details thereof; and
(g) the steps taken to fill up the posts lying vacant in CSS along with the details thereof?

(b) to (f): The Hon’ble Supreme Court has directed to maintain status-quo, until further orders, vide its order dated 15.04.2019, in SLP No. 30621/2011 titled Jarnail Singh & Ors vs. Lachhmi Narain Gupta &Ors and related matters, on the twin issues of “reservation in promotion” and “own merit”.

The matter is being actively pursued in the Hon’ble Supreme Court of India.

(g): For the Direct Recruitment Quota in the grade of ASO of CSS, the candidates are selected through the Combined Graduate Level Examination (CGLE) held by Staff Selection Commission (SSC). Based on the result of CGLE 2017, 339 candidates have joined the post of ASO in CSS since March, 2020. The vacancies in the grade of ASO to be filled up through CGLE 2018 & 2019 have been already reported to the SSC.
