Question : EMPLOYEES UNDER TB CONTROL PROGRAMME



(a) the estimated number of employees including contractual employees working under the Revised National TB Control Programme;

(b) the details of the financial and other benefits being provided to the contractual employees who work in a high health risk zone;

(c) whether a number of these employees have died from TB infection, and if so, the details thereof during each of the last three years and the current year, State/ UT-wise;

(d) whether the Government has received any complaint regarding disparity in providing financial and other benefits to contractual employees vis-a- vis permanent employees despite the direction given by the Supreme Court in the matter; and

(e) if so, the details thereof along with the corrective steps taken/proposed to be taken by the Government in this regard?

THE MINISTER OF HEALTH AND FAMILY WELFARE (SHRI JAGAT PRAKASH NADDA)

(a): The latest data on the estimated number of employees including contractual employees under RNTCP is being collected.

(b): All financial and other benefits provided to contractual staff under RNTCP are governed by the mutually agreeable terms and conditions as mentioned in the contract with their respective Health Societies.

The compensation package for RNTCP contractual staff are based, inter-alia, on State specific situation, job content, job responsibilities, and compensation for similar positions in other programmes under National Health Mission(NHM).

(c): Data on employees including contractual employees who have died as a result of TB infection is not collected.

(d) & (e): Representations from contractual employees in various States regarding, inter- alia, their compensation package and other benefits, have been received. The financial and other benefits to contractual employees under Revised National TB Control Programme are as per terms and conditions of mutually agreed contract signed between the contractual employee and the respective State/District Health Society.
