ANSWER
THE MINISTER OF HEALTH AND FAMILY WELFARE
(DR. HARSH VARDHAN)

(a) & (b): Under the scheme ‘Assistance for Capacity Building for Developing Trauma Care Facilities in Govt. Hospitals on National Highways’ trauma care facilities are approved and funded along the Golden Quadrilateral Highway Corridor as well as North-South & East-West Corridors. Out of 116 Trauma Care Facilities (TCF) approved and funded under this scheme during the 11th Five Year Plan (FYP), 105 TCFs have been reported as functional by the States (Annexure-I).

The scheme continue during 12th Five Year Plan as ‘Capacity Building for developing Trauma Care Facilities in Government Hospitals on National Highways’, 80 trauma care facilities were funded. 3 TCFs have been reported as functional by the States(Annexure-II).

No new proposals were undertaken during 2017-18, 18-19 and 2019-20 under the trauma programme, however “Public Health & Hospitals” is a state subject. Under the National Health Mission (NHM), the Central Government supplements the efforts of State Governments to strengthen their healthcare system including for support for Trauma Centres, based on proposals of the State Governments in the form of Annual Programme Implementation Plans (PIPs).

(c) & (d): As per the approved norms of above mentioned programme, only Government Hospitals/Medical Colleges are being financially assisted for upgrading/strengthening the trauma care facilities.
