Question : MPLAD Fund

(a) the details of works/activities/ projects admissible to avail funds from Member of Parliament Local Area Development (MPLAD) scheme;

(b) whether the Government has recently revised the guidelines for availing funds under the scheme, if so, the details thereof;

(c) whether the Government proposes to allocate funds from MPLAD scheme for construction of houses where houses have been burnt/damaged; and

(d) if so, the details thereof?

(a) to (d): A statement is laid on the table of the House.



Statement referred to in reply to parts (a) to (d) of Lok Sabha Starred Question No. 86 for answer on 02.03.2016.

(a): Members of Parliament Local Area Development Scheme (MPLADS) is essentially for development works and creation of durable community assets based on locally felt needs. Individual benefits and movable and non-durable assets (certain exceptions excepted) are generally not allowed. The Guidelines are available in the public domain, including on the official website of Ministry of Statistics and Programme Implementation (www.mospi.nic.in).

(b): The Guidelines on MPLADS are revised from time to time inter-alia on the basis of feedback from MPs, States, District Authorities, etc., recommendations and advice from Parliamentary Committees, recommendations and advice of Comptroller & Auditor General / Public Accounts Committee, internal examinations and discussions in the Ministry, etc. in order to improve the design and implementation of the scheme.

(c) & (d): Assistance for construction of burnt / damaged houses is not included in the Guidelines.
