Question : Performance Grading Index in School Education

(a) whether the Government has ranked the States and UTs on the basis of Performance Grading Index (PGI) in the field of school education;
(b) if so, the details thereof for the last three years, State/year-wise;
(c) whether the Government has taken any steps to assist the States/UTs that stand low in the PGI ranking;
(d) if so, the details thereof; and
(e) if not, the reasons therefor?

(a) and (b): Ministry of Education has designed a 70 indicators based Performance Grading Index (PGI) to grade the States and Union Territories in the field of school education. The scores obtained by the States/UTs in PGI 2017-18, 2018-19 & 2019-20 is given at Annexure-I.
(c) and (d): The Performance Grading Index (PGI) of each and every State and UT has been discussed in detail during the Project Approval Board (PAB) meetings. Some of the activities suggested to all States/UTs, including those with lower PGI ranking, for improving learning levels are: community participation for improving the learning levels, teacher training in assessment as learning, State text book analysis, use of early language kit and early mathematics kit developed by NCERT, training in child
friendly assessment practices for teachers, documentation of best practices in Pre-NAS and Post-NAS in the States/UTs, Use of NAS data to prepare their AWPB. The Department of School Education and Literacy has launched an Integrated Scheme for School Education – Samagra Shiksha which subsumes three erstwhile Centrally Sponsored Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE) from 1st April, 2018. Samagra Shiksha focuses inter alia on improvement in all aspects of school education including parameters considered in the PGI. Further, education being a concurrent subject, States and Union Territories are also expected to undertake this activity.
(e): In view of (c) and (d) above, does not arise.
