Question : Promotion of Animal Husbandry and Dairying

(a) the details of the steps taken by the Government to promote animal husbandry and dairying along with encouraging the farmers during the last three years and the current year, State-wise;
(b) the amount of funds allocated and utilized for animal husbandry and dairying during the said period, State-wise including Madhya Pradesh, Maharashtra and West Bengal;
(c) the details of income and employment generated/ created in animal husbandry and dairying industry during the said period, State-wise in the country including Madhya Pradesh, Maharashtra and West Bengal;
(d) the number of livestock registered under Rashtriya Gokul Mission in Madhya Pradesh, Maharashtra and West Bengal, district-wise; and
(e) the salient features of Fisheries and Aquaculture Infrastructure Development Fund and the details of various projects and amount of concessional finances provided for projects in Madhya Pradesh, Maharashtra and West Bengal since 2019?

(a) to (c) The Government is implementing the following schemes to supplement the efforts of the States/UTs across the country for promotion and development of the animal husbandry and dairying sector during the last three years and the current year thereby doubling the farmers’ income and creating/generating employment directly as well as indirectly:

i. Rashtriya Gokul Mission,
ii. National Programme for Dairy Development,
iii. Dairy Processing and Infrastructure Development Fund,
iv. Supporting Dairy Cooperatives and Farmer Producer Organizations engaged in dairy activities
v. National Livestock Mission,
vi. Livestock Health and Disease Control
vii. Animal Husbandry Infrastructure Development Fund
viii. National Animal Disease Control Programme
ix. Livestock Census and Integrated Sample Survey

The amount of funds allocated and utilized for the aforesaid schemes for animal husbandry and dairying during the said period, State-wise including Madhya Pradesh, Maharashtra and West Bengal are given at Annexure-I.

(d) As per Information Network for Animal Productivity and Health (INAPH) database, a total of 20,61,23,148 animals have been registered in the country as on date. The number of livestock registered in Madhya Pradesh, Maharashtra and West Bengal are as under:

(e) In order to address the infrastructure requirements for fisheries sector in the country, the Government is implementing a scheme namely Fisheries and Aquaculture Infrastructure Development Fund (FIDF) with a total outlay of Rs 7522.48 crore since 2018-19. FIDF provides concessional finance to the Eligible Entities (EEs), including State Governments/Union Territories and State entities for development of identified fisheries infrastructure facilities through Nodal Loaning Entities (NLEs) namely (i) National Bank for Agriculture and Rural Development (NABARD), (ii) National Cooperatives Development Corporation (NCDC) and (iii) All scheduled Banks. Under the FIDF, the Department of Fisheries provides interest subvention up to 3% per annum for providing the concessional finance by the NLEs at the interest rate not lower than 5% per annum.
The project proposals with a total outlay of Rs. 3783.46 crore have been approved under FIDF including 4 proposals of private entrepreneurs from Maharashtra at a cost of Rs. 2.714 crore. The project proposals of Government of West Bengal to the tune of Rs. 27.99 crore have been approved for development of various fisheries infrastructural activities in the State under FIDF. However, the Government of Madhya Pradesh has not availed any benefit under FIDF.
