(a) the current demand of temperature-controlled large food storage godowns in the country;

(b) the details of said godowns functioning in the country at present, State-wise;

(c) whether there is shortage of said godowns in the country;

(d) if so, the details thereof and the reasons therefor; and

STATEMENT REFERRED TO IN REPLY TO PARTS (a) TO (e) OF LOK SABHA STARRED QUESTION NO. 220 DUE FOR REPLY ON 4TH AUGUST, 2003.

(a) to (e): The Working Group on Agriculture Infrastructure/ Warehousing/ Rural Godowns/ Marketing/ Post Harvest Marketing/Processing and Cold Storages constituted by Planning Commission for Xth Five year Plan has set a target of creation of new 40 lakh tonne capacity and renovation of 10 lakh tonne of existing cold storage capacity during Xth Five Year Plan based on progressive increase in production. A statement indicating State-wise detail of cold storage functioning in the country as on 31.12.2002 is enclosed (Annexure- I).

The National Horticulture Board is implementing a Central sector Scheme, namely, Capital Investment Subsidy Scheme for construction/ Expansion/ Modernisation of Cold Storage/Storage of Horticulture Produce` since 1999-2000. Under the scheme, back-ended capital investment subsidy is provided to the eligible organisation @ 25% of the project cost not exceeding Rs. 50.00 lakh per project and @ 33.33% of the project cost upto a ceiling of Rs. 60.00 lakh per project for North Eastern States. The Board has , so far, approved assistance of Rs. 208.17 crore under the scheme for creation of additional storage capacity of 31.79 lakh MT in 716 Nos. of cold storage projects in the country (Annexure-II). A budget provision of Rs. 46.75 crores has been made for continuation of the Scheme during 2003-04.
