Question : Purchase of Surgical Equipments

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government has given any guidelines regarding the purchase of surgical equipments by hospitals from startup companies;

(b) if so, the details thereof, State/ UT-wise;

(c) if not, the reasons therefor; and

(d) the details of steps taken by the Government to promote procurement from medical startups especially in Uttar Pradesh?

(a) to (d): Central Government has issued General Financial Rules (GFR), 2017. Chapter 6 of GFR Rule 173 i.e. the condition of prior turnover and prior experience has been relaxed for startups (as defined by Department of Industrial Policy and Promotion) subject to meeting of quality & technical specification. Also Guidelines have been issued to all Hospitals/ Health Institutes/ Organization under Department of Health & Family Welfare to ensure that in all cases of procurement of Medical Devices/ Medical Equipments, wherever the Indian standards are available, these would be sufficient and the indenting organization shall not insist only on any specification or standards like USFDA of CE certification etc.
