Question : Mismanagement of Solid Waste


(a) whether cases of violation of Municipal Solid Waste (Management and Handling) Rules, 2000 and Environment Impact Assessment Notification, 2006 have come to the notice of the Government in the country;
(b) if so, the details thereof during each of the last three years and the current year, State/UT-wise and the reasons therefor;
(c) the action taken against the guilty persons/companies in this regard;
(d) whether the mismanagement of municipal solid waste including construction and demolition waste is the major contributor to air pollution in the country and if so, the details thereof; and
(e) the steps taken by the Government to ensure reduction and minimize particulate matter released in ambient air during handling and disposing of municipal solid waste in the country?

(a) to (c) Yes, Sir. However, year-wise and State-wise information on violations along with the reasons thereof is not compiled by the Ministry. Local bodies including Municipal Bodies are the designated enforcement authorities for implementation of Municipal Solid Waste (Management and Handling) Rules, 2000 and Solid Waste (Management) Rules, 2016.

(d) As per the report on Source Apportionment Studies undertaken by the Central Pollution Control Board in association with other leading institutions in six metropolitan cities including Delhi during the year 2007-09, contribution of garbage burning and construction activities to dust particles (particulate matter) in ambient air ranges between 10-24% and 22-23% respectively.

(e) The major steps taken by the Government to minimize release of particulate matter while handling and disposing municipal waste include notification of Solid Waste Management Rules, 2016 and notification of Construction and Demolition Waste Management Rules, 2016 prescribing for segregation, reuse and recycle of construction and demolition waste, responsibilities on waste generators, local authorities and service providers in waste management, Ban on burning of leaves, biomass, municipal solid waste, Guidelines for prevention of dust and noise during construction & demolition works and transportation of debris.
