Question : Persons Joining ISIS

(a) whether IS recruiter, Shahjeer Abdulla, is handling recruitment in Kerala and calling the youth of the State for a holy war through social media;

(b) if so, the details thereof and the action the Government is taking against such elements;

(c) whether there are reports that some persons in the country including from Kerala have joined ISIS and if so, the details thereof;

(d) whether the National Investigation Agency has filed charge sheets against persons for allegedly propagating the activities of the terror outfit, Islamic State in India and motivating persons from India to travel to Afghanistan to join the outfit there; and

(e) the measures taken to dismantle the network of ISIS/IS along with the monitoring such activities on electronic media and the action taken against those persons aiding and abetting fundamentalism, terrorism and anti- ational activities in the country?

registered by the National Investigation Agency (NIA) regarding the ISIS/IS inspired activities of some youth from Kerala and Tamil Nadu. During investigation, it has been revealed that he had gone from UAE to IS controlled territory in Afghanistan in June, 2016. A Non-Bailable warrant against him has been obtained from the Hon’ble Special Court for NIA at Ernakulum.

(c) & (d): The NIA has registered 19 cases related to ISIS/IS and out of these, charge sheets have been filed in 11 cases. Two of these cases relate to missing of 22 persons from Kerala and their subsequent travel to ISIS controlled territory in Afghanistan.

(e): The Central and States agencies are monitoring the cyber space, which is being used to radicalize and recruit persons by ISIS, and the law enforcement agencies take action as per law. In order to assess the threat posed by ISIS/ISIL and to devise a national strategy to deal with it, meetings have been held by the Ministry of Home Affairs with the Central agencies concerned and the State Governments.
