(a) whether a number of backlog vacancies are lying vacant in Bharat Sanchar Nigam Limited (BSNL) and Mahanagar Telephone Nigam Limited (MTNL) in the country;
(b) if so, the reasons therefor;
(c) whether the Government has noticed that bogus certificate of caste have been used for securing employment in BSNL/MTNL; and
(d) if so, the steps taken/proposed to be taken for speedy verification of Caste certificate of SC/ST candidates?

(a) & (b) Yes Madam. There are backlog vacancies in Bharat Sanchar Nigam Limited (BSNL) due to non-availability of qualified candidates through Open Competitive Examinations. In Mahanagar Telephone Nigam Limited (MTNL), there are a few backlog vacancies due to change in recruitment process.
(c) & (d) Yes, Madam. The complaints/cases of bogus certificate of caste have been noticed in BSNL for securing employment. Action has been taken as per specified rule under DoPT Circular No. 36011/1/2012-Estt (Res.) dated 10.01.2013. In MTNL, no such cases are noticed.
