Question : Janani Shishu Suraksha Karyakaram

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the details of implementation status of Janani Shishu Suraksha Karyakaram (JSSK) under National Health Mission (NHM), along with number of beneficiaries under the scheme during the last three years, State/UT-wise including Kerala;

(b) the details of criteria for providing TA/DA to NHM staff; and

(c) whether the Government has modified guidelines for grant of TA/DA to NHM staff, if so, the details thereof?

(a): The Janani Shishu Suraksha Karyakaram (JSSK) scheme is being implemented in all the States and UTs.
Janani Shishu Suraksha Karyakaram (JSSK) has been launched on 1st June, 2011, and it entitles all pregnant women delivering in public health institutions to absolutely free and no expense delivery including Caesarean section. The initiative stipulates free drugs, diagnostics, blood and diet, besides free transport from home to institution, between facilities in case of a referral and drop back home. Similar entitlements have been put in place for all sick infants accessing public health institutions for treatment.
Number of beneficiaries under the scheme for last three years State /UT wise including Kerala is placed at Annexure.

(b) & (c): There are no such criteria for providing TA/DA to NHM staff.
As public health is a state subject, all programmes under NHM are being implemented by the State/UT Government and support to State/UT Government under NHM is provided based on the proposals in their respective Programme Implementation Plans (PIPs). In recent years, NHM division has not given any TA/DA norms. It is generally decided by the State Health Society. All mobility costs including TA/DA are envisaged to be borne out of the programme management cost of the Annual Plan approved.
