Question : PROMOTION OF STATES CIVIL SERVICES



(a) whether the Union Public Service Commission is not providing the benefits of reservation to the State Administrative/ Service Officers of Scheduled Castes/ Scheduled Tribes in promotions to confer to Indian Administrative Services;

(b) if so, the reasons therefor;

(c) whether the Government is likely to clear the backlog by recruiting State Administrative Service Officers belonging to Scheduled Castes/Scheduled Tribes in the process of promotion and confer them to IAS;

(d) if so, the details thereof; and

(e) if not, the reasons therefor?

(a) & (b): The appointment by promotion of the State Civil Service officers to Indian Administrative Service (IAS) is governed by the IAS (Appointment by Promotion) Regulations, 1955. In these regulations there is no provision for reservation for the State Civil Service officers belonging to Scheduled Caste/Scheduled Tribes in the matter of appointment by promotion to Indian Administrative Service.
