Question : Financial Support to States

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) whether the Government extends financial assistance to the State Governments for the strengthening and upgradation of district hospitals into medical colleges and if so, the details thereof along with the provisions made therefor;

(b) the details of the district hospitals which have been upgraded into medical colleges and financial assistance provided under the schemes during the last three years and the current year so far, State/UT-wise;

(c) whether the Government has asked the State Governments to submit their proposals in this regard and if so, the details thereof during the said period, State/ UT-wise; and

(d) whether the Government is providing financial assistance to States for development of emergency medical units in Government hospitals across the country and if so, the details thereof of funding support for setting up of emergency medical units along with the advanced medical equipments for the last three years?

(a) to (c): This Ministry administers a Centrally Sponsored Scheme namely, ‘Establishment of new Medical Colleges attached with existing district/referral hospitals’ with fund sharing between the Central Government and States in the ratio of 90:10 for NE/special category states and 60:40 for other States. The total cost of establishment of one Medical College under the scheme is Rs.189 crore. 58 districts in 20 States/UTs have been identified under this Scheme. The concerned State Governments have been requested to submit Detailed Project Reports (DPRs) in this regard. Out of the proposals received, 51 have been approved till date. So far, funds to the tune of Rs.1504.73 core have been released to the State Governments for the approved districts under the Scheme. Detail is at Annexure.

(d): This Ministry administers a programme namely, “Capacity building for developing trauma care facilities in Govt. Hospitals on national Highways” to provide financial assistance to the State Governments for upgrading and providing uninterrupted trauma care facilities in selected Government Hospitals & Medical Colleges in or around National/State Highways/accident prone areas”, with the present funding pattern in the ratio of 60:40 between Central Government and State Government, 90:10 for North Eastern States and 100% for UTs.
