Question : Funds under SBM

(a) whether the Government has reviewed the ongoing sanitation projects in the country and if so, the details and the outcome thereof;

(b) the total funds earmarked for Swachh Bharat Mission (SBM);

(c) whether the Government proposed to include banks/financial institutions for credit requirements of SBM to achieve its objective, if so, the details thereof;

(d) the details of the districts included/likely to be included under SBM in the country including Uttar Pradesh, State/UTwise;

(e) the details of the progress made under SBM, State/UT-wise;

(f) whether mindset of the people has changed to use toilets as a result of SBM and if so, the details thereof; and

(g) the details of other agencies/institutions participating in SBM?

(a) Ministry of Drinking Water and Sanitation regularly reviews the performance of States/UTs through review meetings, field visits and video conferencing. Against the expected outcome of 50 lakh for individual latrines for the year 2014-15, 58,54,987 latrines were constructed, which is an achievement of 117% of the target. During 2015-16, 101.41 lakh toilets have already been constructed as on 07.03.2016. Since the launch of Swachh Bharat Mission(Gramin) on 2nd October, 2014, 150.90 lakh toilets have already been constructed as on 07.03.2016.

(b) The total fund requirement under Swachh Bharat Mission (Gramin) is estimated to be Rs. 1,34,386 crore, out of which Central share is Rs. 1,00,447 crore.

(c) Under Swachh Bharat Mission (Gramin), an incentive of Rs. 12000 is available for individual toilets. Under SBM(G) guidelines, also enabling provision of low cost financing to Individual households through agencies like NABARD and other financial institutions. States and Districts may examine possibilities to access credit at the local level to further the financing of sanitation activities which may be taken up either independently or in convergence with Swachh Bharat Mission activities. Such financing can be inter-alia through Banks, recognized financial institutions or through livelihood programmes. Reserve Bank of India has also issued instructions regarding inclusion of sanitation in priority sector lending.

(d) Under Swachh Bharat Mission (Gramin) {SBM(G)}, the programmatic projects are sanctioned district-wise. Currently, 643 district sanitation projects have been sanctioned. The State/UT wise details is at Annexure 1.

(e) Since Swachh Bharat Mission (Gramin) is demand driven programme, hence State/UT-wise targets are not fixed. State/UT-wise, number of Individual household latrines constructed from 2.10.2014 to 7.3.2016 as per the data uploaded by the States on the Online Monitoring System maintained by Ministry is at Annexure-2.

(f) The SBM(G) focusses on change of mindset. Community led approach has been mentioned as the preferred approach under SBM(G). There is increased focus on behavior change and engagement of community for sustainable results. Capacity building of key stakeholders such as Collectors/CEO, Zilla Panchayats, Chairman, Zilla Panchayat is being carried out with a focus on the issues of change of mindset. The monitoring has been strengthened to capture ODF status that includes usage of toilets.

(g) Ministry is taking assistance of various partner agencies like UNICEF, World Bank etc. The States also engage various non-governmental agencies for SBM(G), especially for software activities.
