Question : Skill Development Courses for Women

(a) the details of the programmes introduced by the Government to encourage entrepreneurship among women;
(b) the total number of female entrepreneurs who have set up small or micro enterprises on completion of skill development courses, over the last five years, district-wise in Telangana; and

(c) whether the Government is planning to introduce special incubation hubs for enterprises started by women and if so, the details thereof?

Answer given by the minister

(a) & (b): To encourage women entrepreneurship within the country, Ministry of Rural Development is implementing skill development program through Rural Self Employment Training Institutes (RSETIs) enabling a trainee to take bank credit and set up his/her own micro-enterprise. RSETI are a Bank led initiative, set up with dedicated infrastructure in each district of the country, sponsored, managed and run by Banks with active co-operation from Government of India and the State Government. Presently 585 RSETIs are functional in 27 States (except Goa) and 6 Union Territories (except Delhi, Chandigarh and Daman & Diu). The scheme has the coverage of all the categories including women. Any unemployed youth in the age group of 18-45 years, irrespective of caste, creed, religion, gender and economic status, having aptitude to take up self-employment or wage employment and having some basic knowledge in the related field, can undergo training under RSETI. For imparting training under RSETI, 6 courses are exclusively designed for the women beneficiaries as per details give below:-

The details (district-wise) about the total number of female entrepreneurs in Telangana who have set up small or micro enterprises on completion of skill development courses, over the last five years and the current year i.e. 2020-21 (upto 31.01.2021), are given at Annexure.

Further, Ministry of Skill Development and Entrepreneurship (MSDE) is implementing the Pilot Project, ‘Economic Empowerment of Women Entrepreneurs and Startups by Women (WEE)’ in collaboration with Deutsche Gesellschaftfür Internationale Zusammenarbeit (GIZ) Germany. The project pilots the incubation and acceleration programmes for women micro entrepreneurs in Rajasthan,Telengana and North Eastern States to start new business and scale up existing enterprises.

(c) The two Autonomous Bodies functioning under the administrative control of Ministry of Skill Development and Entrepreneurship, (i) National Institute for Entrepreneurship and Small Business Development (NIESBUD), Noida and (ii) Indian Institute of Entrepreneurship (IIE), Guwahati, have incubation facility to provide the trainees incubation support, including women, in setting up enterprises by them. NIESBUD, Noida has business incubators set-up in 5 trades : (i) Fashion designing, (ii) Assistant Beauty Therapist, (iii) Mobile Repairing, (iv) Food Processing and (v) Electronics & Home Appliance. Similarly, IIE, Guwahati has established incubation centres in following 11 trades: (i) Beauty & Wellness, (ii) Adventure Tourism, (iii) Climbing Rock Wall, (iv) Bee Keeping, (v) Handloom, (vi) Block Printing, (vii) Water Hyacinth Fibre, (viii) Gems and Jewellery, (ix) Wood Working, (x) Food Processing and (xi) Dairy Incubation Centre.

Besides, under the ‘Economic Empowerment of Women Entrepreneurs and Startups by Women (WEE)’, in collaboration with Deutsche Gesellschaftfür Internationale Zusammenarbeit (GIZ) Germany. there is a provision to support 315 aspiring women entrepreneurs through seven month incubation programme to turn their ideas into a business and 130 women with existing business through the six month acceleration programme to scale-up their enterprises. A total of 409 Women Entrepreneurs (141 under Cohort 1 including 27 from Telangana and 268 under Cohort 2 including 88 from Telangana) have been covered under the programme.
