Question : INCLUSION IN OBC CATEGORY



(a) whether the Government has received proposals from various States for inclusion of castes including `Sistakaranam` under the Other Backward Classes (OBCs) category during the last three years;

(b) if so, the details and present status thereof, State-wise;

(c) the time by which approval is likely to be granted for inclusion of `Sistakaranam` as well as other castes in OBC category; and

(d) the data in respect of `Sistakaranam` caste as per the ‘Socio Economic Census’?

(a) & (b): The Government of India notifies castes/communities in the Central List of Other Backward Classes (OBCs) for different States/Union Territories on examining the advice tendered by the National Commission for Backward Classes under Section 9(1) of the NCBC Act, 1993.

The issue of inclusion of caste/community ‘Sistakaranam’ was considered by the NCBC and was rejected vide Advice no. A.P./36-37/98 dated 16.11.1998.

In respect of review cases for inclusion in the Central list of OBCs including ‘Sistakaranam’ (Andhra Pradesh), it has been decided by the NCBC that the same would be taken up for review after the Socio Economic Caste Census (SECC) data is made available.

Details of the advices received from the NCBC regarding additions/changes in the Central list of OBCs during last three years are at Annexure.

(c): Communities /castes are included in the Central List of OBCs based on the advice from the NCBC and after inter-ministerial consultation followed by the approval of the competent authority. As such, no time frame can be given.

(d): At present, no such data is available.
