(a)to(c): A summary of the recommendations of the Jagdish Sagar Committee is annexed. The Government have agreed in principle, subject to safeguards in respect of pollution norms, to redefine household industries in terms of the recommendations of the Committee.

ANNEXURE

SUMMARY OF RECOMMENDATIONS OF THE JAGDISH SAGAR COMMITTEE REGARDING HOUSEHOLD INDUSTRIES.
The Committee`s recommendations may be summarised as follows:


(i) A list of household industries should continue to find place in the Master Plan since such a list does serve a purpose as a general guide. The list should be revised and extended on the basis of the expanded list suggested by the Industries Department. However, the list figuring in the Master Plan should be treated as a suggestive list of industries, and not as an exhaustive list, and this should be made clear in the Master Plan document.


(ii) It should be specified that no household industry will be permitted if it

(a) violates any statutory norms regarding pollution or

(b) involves the storage in significant quantity of any inflammable or hazardous material without the specific approval of the licensing authority who shall obtain the clearance of the Delhi Fire Service in respect of

(i) specifications of the material which may be stored,

(ii) the place of storage and protective measures there and

(iii) the quantity of material which may be stored.

(iii) The maximum number of workers permissible in a household industry should continue to be five.

(iv) The power load restriction for household industries should be raised to 5 KW with a single phase connection, it being further stipulated that separate connections are required for industrial and domestic purpose.

(v) The present restriction limiting household industries to 25% of floor space of the residential unit or 30 sqm, whichever is less, should continue. However, household industries should not be restricted to the ground floor only but may be permitted on any floor subject to conformity with the other relevant restrictions.
