Question : LICENCE TO SELL FERTILIZERS



(a) whether shopkeepers all over the country have to obtain licence to sell fertilizers;

(b) if so, whether the Government proposes to abolish the process of getting licence to sell fertilizers; and

(c) if so, by when it is likely to be implemented?

(a) to (c): Under the provision of FCO, the Authorization letter for carrying on the business of selling of fertilizer has to be obtained from the Notified authority appointed by the State Government. Such a system has been provided vide notification SO No.49(E) dated 16.1.2003 which dispensed with requirement of Certificate of registration for carrying on the business of selling of fertilizer and replaced the same by simple procedure of obtaining the acknowledgement of Memorandum of Intimation by the Notified Authority. Memorandum of Intimation provides for furnishing of certain information including the source from where the material is procured. Such an acknowledgement is considered as the Authorization letter for carrying on the business of selling of fertilizers.
