Question : DEVELOPMENT OF INDUSTRIALLY BACKWARD STATES



(a) the names of industrially backward States in the country and the reasons for their backwardness ;

(b) whether the Government has appointed any consultancy agency for evaluation/ assessment thereof ;

(c) If so, the details thereof ;

(d) Whether the government has promulgated any National Action Plan for development of the industrially backward States; and

(e) If so, the details thereof alongwith the total funds provided, State-wise ?

(a) :Presently there is no classification of industrially backward States as such. However, Department of Industrial Policy and Promotion is providing package of economic incentives to the North-Eastern States and Special Category States of Jammu and Kashmir, Himachal Pradesh and Uttarkhand as these States are geographically isolated, hilly, remote and have poor infrastructure as well as poor accessibility to markets.

(b)& (c): No, Sir.

(d): Concerted efforts are being made by State and Central Governments for industrial development of backward areas under various schemes, inter-alia providing for fiscal concessions, improved industrial infrastructures and a conducive investment climate for setting up of industries. Department of Industrial Policy and Promotion is implementing the Growth Centre Scheme, Industrial Infrastructure Upgrdation Scheme, North-East Industrial Policy Package, Special Category States Package and Industrial Park Scheme to promote industrial development.

(e): Funds are allocated Scheme-wise and not State- wise.
