Question : Recruitment Process for Universities

(a) whether the Government plans to take steps to make recruitment process for
University teaching posts more efficient and if so, the details thereof; and
(b) the steps taken/being taken by the Government to make the teaching profession more
attractive to draw in good talent and if so, the details thereof?

(a) & (b): Yes, Sir. The University Grants Commission (UGC), vide its D.O. letter No.F.1-
14/2019 (CPP-II) dated 4th June, 2019, has prepared the Guidelines for Recruitment of
Faculty in Universities, Colleges and Institutions Deemed to be Universities outlining the
selection procedure and the time frame for recruitment. These guidelines have been
circulated to all Universities to adhere to them. The Universities has also been requested
to take steps to ensure that the vacancies in the University as well as in the Colleges
affiliated to University are filled up at the earliest. A copy of the Guidelines circulated to all

The Government has taken several steps to make the teaching profession more attractive
to draw in good talent. The Ministry had revised pay of teachers and equivalent cadres in
universities and colleges based on the recommendations of 7th Central Pay
Commission.UGC had issued UGC(Minimum Qualifications for Appointment of Teachers
and other Academic Staff in Universities and Colleges and other Measures for the
Maintenance of Standards in Higher Education) Regulations, 2018 for minimum
qualifications for appointment and other service conditions of University and College
teachers and cadres of Librarians, Directors of Physical Education and Sports for
maintenance of standards in higher education. The said Regulation is intended to attract
and retain the best quality teachers and to encourage research in Universities and

Through Operation Faculty Recharge Programme, UGC has created a pool of high quality
teachers at all levels for deployment in the Universities.Faculty Recharge is intended to
strengthen high quality research in science related disciplines at internationally competitive
level and promote innovative teaching in the universities through induction of fresh talent
at all levels of academic hierarchy, in selected departments/ centres. Individuals with
exceptional creativity, zeal and commitment to research and teaching are to be selected.
