Question : MSP for Agricultural Products

(a) the list of agricultural products provided MinimumSupport Price (MSP), State-wise including Karnataka,Maharashtra and Tamil Nadu and the agriculturalproducts notprovided MSP;

(b) the steps taken by the Government to fix MSPfor all agricultural products; and

(c) whether the Government has any monitoring system to ensure that farmers getright MSP for theirproduce and if so, the details thereof?

(a) & (b): Government fixes Minimum Support Prices (MSP) for 22 mandated agricultural crops and Fair and Remunerative Price (FRP) for sugarcane on the basis of the recommendations of the Commission for Agricultural Costs and Prices (CACP), and after considering the views of State Governments and Central Ministries/Departments concerned and other relevant factors.The MSP for Toria and De-husked coconut are also announced based on the MSP of rapeseed/mustard and copra respectively. MSP is determined for the country as a whole and not region or state-specific. Details of MSP of the Crops for 2021 and 2022 are given at Annex.
The inclusion of crops under MSP framework is dependent on several factors such as crops should be widely grown, item of mass consumption and has relatively longer shelf life, among others.
(c): Procurement of crops depends upon production and other factors like marketable surplus, MSP, prevailing market rate, demand & supply situation and participation of private traders etc. Government extends price support for paddy and wheat through the Food Corporation of India (FCI) and State Agencies. Coarse grains are procured at MSP by State Governments after approval of the central Government, if they give consent for its distribution under PDS.
In addition to this, Oilseeds, pulses and copra of Fair Average Quality (FAQ) are procured from registered farmers under Price Support Scheme under Umbrella Scheme of PM-AASHA, as per its prescribed guidelines at MSP in consultation with the concerned State Government. However, if farmer gets better price in comparison to MSP, they are free to sell their produce in open market.
