a) the details of applications received and the amount sanctioned for the scheme of Pre-Matric, Post-Matric and Merit-cum -means Scholarships implemented for minorities in Kerala for the last five years;
(b) whether the State Government has fully utilized the amount and if not, the reasons therefor; and
(c) whether any amount is in arrear to the State Government under this scheme and if so, the details thereof?

(b) & (c): The Pre-Matric, Post-Matric and Merit-cum-Means based scholarships are disbursed directly in the account of beneficiaries through Direct Benefit Transfer mode. As such, there is no pending amount for utilization on this count. However, for implementation of these Scholarship Schemes, the States are given administrative expenses at the rate of 1% under Pre-Matric and 2% under Post Matric and Merit-cum-Means, of the total expenditure made under the Schemes. Under Pre-Matric Scholarship Scheme, the Utilization Certificate for Rs. 32.00 Lakh is pending from Kerala under Administrative Expenses.
