Question : Permission to Medical-Dental Colleges

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the Government and private colleges, separately to which the Government granted letter of permission for admission for MBBS and BDS courses during the current year indicating the number of proposals received for the purpose, State/ UT-wise;

(b) the present status of takeover process of the ESIC Medical Colleges in the country;

(c) whether the Government proposes to consider ESIC Medical Colleges as a special category for admission during the current academic year, if so, the details thereof and if not, the reasons therefor;

(d) whether the Government has received a number of applications from ESIC Medical Colleges including Parippally ESIC Medical College for grant of letter of permission to start admission in MBBS first year during the current academic year; and

(e) if so, the details thereof along with the action taken/proposed to be taken by the Government thereon?

Answer given by the minister

(a): Annexure-I containing the details of number of proposals received for establishment of Medical and Dental colleges during the academic year 2015-16 and Annexure-II containing the names of Medical and Dental Colleges granted permission during the academic year 2015-16, State / UT-wise are annexed.
(b) & (c): Annexure-III containing the status of existing and proposed Medical Colleges as conveyed by the Ministry of Labour & Employment is annexed. There is no provision under the IMC Act, 1956 and Regulations framed thereunder for giving any special treatment to any category of medical college.
(d) & (e): The Central Government had received four applications from ESIC for establishment of ESIC Medical College at Coimbatore, Peripally, Faridaband and Mandi. After following due procedure laid down under the IMC Act, 1956 and Regulations framed thereunder, in consultation with the Medical Council of India, all the four applications have been found deficient and disapproved.
