Question : WORST CONDITIONS DUE TO RAIN



(a) whether the very first rain of the Monsoon Season has not only once again exposed the preparedness of the departments concerned but also caused great difficulties to the people; and

(b) if so, whether the Government propose to look into the hollow preparedness and waste of money by the civic bodies in Delhi and bring to book the gulty and culprit officials in the matter?

(a): Sir, it is true that monsoon rains have caused water logging in some parts of the city. MCD has reported that the preparedness had been started from March, 2000 by desilting of 1173 nallahs, 35746 bell-mouths, 42012 gully gratings, 2069 vertical chambers & 994.7 KM S.W. drains in various localities in the city. The total silt taken out from nallahs came to about 7 lakh Metric Tonnes. The MCD has also installed extra mobile pumps in low-lying areas which are prone to flooding, viz Tilak Bridge, Minto Bridge, Shakti Nagar under bridge, Road under bridge (RUB) Badarpur, RUB Ashok Vihar and RUB Zakhira. However, the water logging took place in certain areas as drains were blocked by garbage or failure of electricity. Action was taken for clearance of stagnant water.

In NDMC areas, clogging of drains also affected the clearance of water for some time.

(b): Necessary directions have been given to the civic bodies to improve their preparedness and in case of inaction, to fix responsibility.
