Question : WELFARE AND REHABILITATION OF DIFFERENTLY ABLED



(a) the number of differently abled persons in the country along with the measure taken by the Government for their rehabilitation, State-wise;

(b) the number of older persons as well as those with disabilities provided pension in Rajasthan, separately;

(c) whether any disabled persons have been identified by the State Government of Rajasthan during the year 2012-13 and if so, the details thereof;

(d) whether the Government proposes to set up shelters for the disabled and mentally retarded persons in Rajasthan; and

(e) if so, the details thereof along with the time by which the said work is likely to be completed?

(a) As per Census 2011, there are 2.68 crore persons with disabilities. State-wise population is at Annexure. The Persons with Disabilities ( Equal Opportunities, Protection of Rights and Full Participation) Act, 1995 casts responsibilities on the States and local bodies to frame appropriate scheme for education, rehabilitation and empowerment of persons with disabilities.

(a) This Ministry does not compile information relating to pensions given to older persons and persons with disabilities.

(b) As per information available from Chief Commissioner of Persons with Disabilities, as on 31/03/2014 Government of Rajasthan has issued 3,74,536 disability certificates.

(d) & (e) National Trust for the Welfare of Persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities is running a residential care scheme “Samarth” for providing short term and long term stay facilities for persons with autism, cerebral palsy, mental retardation and multiple disability in the country, including Rajasthan. The objective of the scheme is to provide safety net to the families in crisis. In each Samarth centre there is a provision for keeping 30 beneficiaries, out of which 24 could be residential and remaining 6 for day care purpose. Vocational training to the residents is provided under the scheme. In Rajasthan there are 7 such Samarth centres which are located in the districts of Udaipur, Jodhpur, Alwar, Ajmer, Kota, Shri Ganganagar and Chittorgarh.
