Question : Education for Differently-Abled Persons

(a) whether the Government has started any special projects for providing education to the differently-abled including the visually impaired, the deaf and the dumb;

(b) if so, the details thereof, State-wise;

(c) the names of the institutions/ agencies functioning for such persons in backward regions;

(d) whether the Government has received any proposal for welfare projects for such persons from Non-Governmental Organisations, if so, the details thereof and the action taken thereon, State-wise; and

(e) the details of activities being carried out by the said agencies/organisations for the welfare of such persons?

Statement referred to in reply to parts (a) to (e) of Lok Sabha Unstarred Question No. 1526 for 25.07.2017 asked by Shri Sharad Tripathi regarding Education for Differently-Abled Persons .


(a) to (c) The following schemes have been introduced for education of the differently-abled including the visually impaired, the deaf and the dumb:

A statement indicating State-wise allocation of number of scholarships in respect of first-3 scheme (i) to (iii) is enclosed at Annexure-I.

The Scholarship amount is directly transferred to the bank accounts of the beneficiaries through Direct Benefit Transfer mode. Hence, no fund is allocated to the States.

In addition, the Department of Empowerment of Persons with Disabilities is implementing a Central Sector Scheme, namely, Deendayal Disabled Rehabilitation Scheme (DDRS) under which grant-in-aid is provided to Non-Governmental Organizations (NGOs) running projects for the welfare of Persons with Disabilities (PwDs) aimed at enabling to reach and maintain their optimal, physical, sensory, intellectual, psychiatric or social functional levels. A statement indicating State-wise details of Special Schools under DDRS is enclosed at Annexure-II.

(d) & (e) The Department of Empowerment of Persons with Disabilities does not accept direct proposals from Non-Governmental Organizations. Under DDRS only those proposals of NGOs that are duly recommended by the respective State Government are considered. Under this scheme of model projects funded are Special Schools, Vocational Training Centers, etc. A statement indicating State-wise projects of NGOs considered for Grant-in-Aid under DDRS is enclosed at Annexure – III.
