Question : Allocation of Funds

a) Whether the Government has taken steps to introduce a single window system for communicating annual allocation and fund sharing pattern of Centrally Sponsored Schemes to the States, if so, the details thereof;

b) the details of amount released to States including Odisha under the various area specific development programmes during each of the last three financial years ; and

c) whether the Government proposes to continue with Central Assistance for the Area Specific Development Programmes like Special Plan for KBK, Backward Region Grant Fund(BRGF) and Integrated Action Plan (IAP) under the Central Assistance to State Plans; and

d) if not, the steps proposed to be taken by the Minister to continue the same?

(a) : Central assistance to States for the projects sanctioned under Centrally Sponsored Schemes (CSS) and Central Sector Schemes (CS) are released by the respective line Ministries. Further, the Ministry of Finance has apprised all about the list of Centrally Sponsored Scheme through the Statement 16-A of Expenditure Budget Vol.I 2016-17.

(b) A statement showing details of additional central assistance (ACA) released from Demand No.37 (previously Demand No.36/35) operated by Department of Expenditure under specific development programme(s), funds released towards Special Plan for Bihar, Special Plan of KBK Districts of Odisha, Special Plan for West Bengal, Bundelkhand package for Madhya Pradesh and Uttar Pradesh covered under Backward Region Grant Fund (State component) Border Area Development Programme (BADP) and for Left Wing Extremism Affected (LWE) districts-formerly Integrated Action Plan (IAP) etc. is at Annexure-I.

(c) & (d): Following increase in devolution of Central taxes pursuant to the recommendation of the Fourteenth Finance Commission, some of the Central schemes were delinked from Union Support from 2015-16 (BE) onwards. The Union Government, taking into account the problems faced by the various State Governments, has created a new budget line in 2016-17 in the name of ‘Special Assistance’ for providing assistance to the States for specific needs. As against the budgetary provision made for ‘Special Assistance’, an amount of Rs. 10,890 crore was released as Central assistance to the States. Further, an amount of Rs. 9,000 crore under ‘Special Assistance’ has been provided in 2016-17 BE.
