(a) whether the State Governments are not covered under the existing guidelines as laid down in Para 122 of Central Secretariat Manual of Office Procedure to give reply to the letters of the Members of Parliament (MPs);
(b) if so, the reasons therefor;
(c) whether the Government proposes to include the State Governments and the Public Sector Undertakings (PSUs) under the said guidelines in order to enable them to reply to the letter of the MPs; and
(d) if so, the details thereof?

(a) to (c): Central Secretariat Manual of Office Procedure (CSMOP) lays down broad processes/procedures for management in the Central Secretariat which is to be followed by Ministries/Departments in Government of India. The State Governments/Pubic Sector Undertakings are governed by their respective Manual of Office Procedures. As of now, there is no such proposal to include the State Governments in the Central Secretariat Manual of Office Procedure.
