Question : Bio-metric Cards to Fishermen

(a) whether the Union Government is implementing a scheme to provide bio-metric cards to the fishermen;

(b) if so, the details thereof; and

(c) the details of the agencies involved in issuance and distribution of these cards?

(a) and (b) : Yes, Madam. The Department of Animal Husbandry, Dairying & Fisheries, Ministry of Agriculture had in December, 2009, launched a Central Sector Scheme(CSS) on Issuance of Biometric Identity Cards to Coastal Fishermen, with the following components:
(i) Assistance to the Coastal States/UTs for data collection and authentication
(ii) Personalization and Production of Biometric Identity Cards
(iii) Key Management System
(iv) Establishment of Central Server
(v) Continuation of support to the project.
(c) : The main agencies involved in this project are: (1) Coastal State Governments and Union Territories; (2) a consortium of three Central Public Sector Undertakings (CPSUs) led by Bharat Electronics Limited (BEL), Bangalore with the other two members of the consortium being Electronics Corporation of India Limited (ECIL), Hyderabad and the Indian Telephone Industries Limited (ITI), Palakkad; and (3) National Informatics Centre(NIC), New Delhi
