Question : Shortage of Urban Houses

Will the Minister of HOUSING AND URBAN POVERTY ALLEVIATION be pleased to state:

(a) whether about 9.3 crore people live in slums and there is a shortage of 1.8 crore urban houses in the country;

(b) if so, the details thereof;

(c) the action plan formulated by the Government to deal with this situation;

(d) whether any time limit has also been fixed in this regard; and

(e) if so, the details in this regard?

(a) & (b): The Registrar General, India (RGI) conducts decadal population Census wherein data are collected on all persons living in India including those residing in slums. As per Census 2011, the total slum population in the country is 65.49 million.
A Technical Group constituted by the Ministry of Housing and Urban Poverty Alleviation in 2012 has estimated the urban housing shortage of 18.78 million for the entire country.

(c) to (e): ‘Land’ and ‘Colonization’ are State subjects and it is the responsibility of the State / UT Governments to provide housing to all its citizens including slum dwellers. Government of India through its earlier schemes of Jawaharlal Nehru National Urban Renewal Mission (JNNURM) and Rajiv Awas Yojana (RAY) has extended central assistance to States/UTs for providing housing to urban poor.

Government has also launched ‘Pradhan Mantri Awas Yojana (Urban)’ Mission on 25.6.2015 to provide central assistance to States/UTs for providing housing to all eligible urban poor, including slum dwellers.

Under PMAY(Urban) Mission, States/UTs have been delegated the power to appraise and approve project proposals based on demand assessment. States/UTs have to approach the Ministry only for release of Central assistance for projects approved at the State level. The projects under the PMAY(U) mission are implemented by State/UT Governments/Urban Local Bodies.
