Question : Naxal Problem

(a) whether the Government has evaluated/conducted a study on the root
cause of the naxal problem in the country;

(b) if so, the details and findings thereof; and

(c) the corrective steps taken on the basis of the findings of the evaluation/study along with the future course of action to address the naxal problem in the country?

(a) & (b): An Expert Group on “Development Issues to deal with Causes of Discontent, Unrest and Extremism” in erstwhile Planning Commission had conducted a study on root causes of LWE problem in the country. Report of the Expert Group, submitted in April 2008, identified land, displacement, forced eviction, poor livelihood, social oppression, absence of governance and poor policing as some of the major causes for LWE problem in the country.

The Expert Group recommended effective implementation of (i) protective legislations (ii) land related measures (iii) land acquisition, rehabilitation & resettlement (iv) livelihood security (v) universal standardized basic social services (vi) strengthening of the planning system to address the LWE problem.

(c): The Government has formulated four pronged strategy including, Security related intervention, Development related measures, Ensuring rights and entitlements of forest dwellers and Public perception management. In the development related measures, the major schemes include Integrated Action Plan(IAP)/Additional Central Assistance (ACA) for LWE affected districts, Road Requirement Plan Phase-I (RRP-I), Installation of Mobile Towers, Rights and Entitlements of Forest Dwellers, implementation of Panchayats (Extension of Scheduled Areas) Act, 1996 (PESA), Backward Grant Region Fund (BRGF) and Civic Action Progremme (CAP) etc.
