Question : PRIVATISATION OF ESI HOSPITALS IN UP



(a) whether the ESI has decided to privatise three hospitals in dUttar Pradesh;

(b) if so, the names of such ESI hospitals and the reasons for taking such decision;

(c) the average occupancy rate in these hospitals; and

(d) the reasons for low occupancy and poor use of ESI hospitals in some areas in the State?

(a) to (d): The responsibility for administration of medical care under the ESI Scheme in Uttar Pradesh except in NOIDA vests in the Government of U.P. The average bed occupancy rate in ESI hospitals in U.P. is around 42%. The low occupancy and poor use of ESI hospitals in U.P. is attributable mainly to closure/ shifting of some industries, lack of adequate staff and satisfactory services in hospitals and general increase in wages of the employees enabling them to cross the wage limit prescribed for coverage under the ESI Scheme. Recently, working of three ESI hospitals at Azadnagar, Sarvodayanagar and Kidwainagar, Kanpur has been reviewed by the ESI Corporation and it has been decided to explore various possibilities for optimum utilization of these hospitals.
