(a) whether the Railways is considering to make joint venture agreement with a French major to manufacture electric locos in Madhepura, Bihar ;
(b) if so, the details thereof;
(c) whether the Railways intends to make two joint venture agreements, the total value of which would be above Rs. 40,000 crore; and
(d) if so, the details thereof?

(a) & (b) Yes, Madam. A Contract Agreement has been signed on November 30, 2015, between Ministry of Railways and Madhepura Electric Locomotive Private Limited (a Joint Venture company of Ministry of Railways and Alstom Manufacturing India Limited), for setting up of Electric Locomotive Factory at Madhepura/Bihar and long term Procurement cum Maintenance of 800 High Horse Power Electric Locomotives.
(c) & (d) Another Contract Agreement has been signed on November 30, 2015, between Ministry of Railways and GE Diesel Locomotive Private Limited (a Joint Venture company of Ministry of Railways and GE Global Sourcing India Private Limited), for setting up of Diesel Locomotive Factory at Marhowra/Bihar and long term Procurement cum Maintenance of 1000 High Horse Power Diesel Locomotives.
The total procurement value of these two Contracts is around ? 40,000 Crore.
