Question : ALLOTMENT OF EXCESS COAL BLOCKS



(a) whether the Government has received complaints about some private sector companies getting more coal blocks allotted to them in excess of their capacity by furnishing wrong information;

(b) if so, the details thereof; and;

(c) the action taken by the Government against such companies?

(a) to (c): Complaints of general nature are received from different quarters suggesting, inter-alia, that coal blocks are allocated where the end-use project has not been set up or the installed capacity of the end use project is not proportionate to the coal resources allocated. Such complaints are examined. Coal blocks are allocated to existing end use plants and/or for extension of the existing end use plants and/or for new greenfield projects. Allocations are decided on the basis of capacity of end use projects indicated in the application forms by the applicant companies, which are further scrutinized by the Screening Committee, taking into account the evaluation done by the respective administrative Ministries and the State Governments concerned.
