ANSWER
MINISTER OF STATE FOR FINANCE
(SHRI P. RADHAKRISHNAN)

(a) to (c): In Order to bring greater transparency and accountability in financial administration, Public Financial Management System was introduced . This system enables tracking of funds released under various Schemes of the Government and real time reporting of expenditure at all levels of implementation. It also ensures “just in time” release of funds. DoE vide O.M. dated 12.09.2017 has mandated that with effect from 1st October, 2017, releases for Central Sector Schemes for all level of Implementing Agencies (IAs) will only be made through PFMS. Ministry of Finance does not monitor individual schemes State wise. Concerned Ministry / Department periodically monitor the individual schemes State wise. To establish an efficient fund flow system, the funds of CSSs are released to the States through the Public Financial Management System (PFMS).
