Question : Voluntary Organisations working for Welfare of Scheduled Tribes

(a) the total grant-in-aid released by the Government to voluntary organisations working for the welfare of Scheduled Tribes in Karnataka in the years 2019-2021;

(b) the details of the projects being financed by the grants-in-aid in Scheduled and Non-Scheduled areas;

(c) category-wise breakup of the projects being provided grants-in-aid; and

(d) the process of application, scrutiny and review of the afore mentioned aids being granted to the voluntary organizations?

Answer given by the minister

(a) to (c): Grant-in-aid released by the Government to voluntary organizations working for the welfare of Scheduled Tribes in Karnataka in the years 2019-2021 is placed at Annexure.

(d): Any Non-Governmental Organization (NGO) seeking funds under the scheme of "Grants in Aid to Voluntary Organizations working for the welfare of STs" is required to submit its application on dedicated online NGO portal https://ngo.tribal.gov.in as and when portal is opened for receiving applications and following procedure is followed before the grants are released.
• The NGO is required to register itself on NITI Aayog''s Darpan Portal and obtain an Unique ID. Using this Unique ID, the organization has to register on Ministry of Tribal Affairs'' NGO Portal https://ngo.tribal.gov.in.
• The application is required to be recommended by the concerned district and state authorities after necessary inspection of the project

• At Ministry level, the new projects recommended by State are screened and placed before the Project Approval Committee headed by the Secretary, Ministry of Tribal Affairs, along with the recommendations of the inspecting agency and finally approved by the Minister for Tribal Affairs.
• The funds to the organization are released with financial concurrence of the competent authorities online through Public Financial Management System (PFMS) directly into the bank accounts of the NGO.

• The NGO is required to update the expenditure incurred by on Expenditure-Advance-Transfer (EAT) Module of PFMS.
• To ensure transparency in the processing of the applications, the NGO can also see the progress of its application on the portal in real time basis. Officials from the Ministry are also deputed to visit the project sites and submit their reports on the functioning of the projects.
