Question : Four Laning of Roads

(a) the details of four-lane National Highways in the country along with funds allocated and expenditure incurred on maintenance and repair of these NHs during each of the last three years and the current year, State/UT-wise;

(b) the details of targets fixed for development of NHs into four-lanes and the achievements made in terms of completing length during the said period;

(c) whether the Government has accorded its approval for development of four laning of the Amravati-Chikhli-Fagne and Fagne-Gujarat-Maharashtra border and if so, the details thereof along with objective behind the move;

(d) whether the project is proposed to be built under the National Highways Development Project Phase IV in BOT(Toll) Mode or Design, build, Finance, Operate and Transfer (BOT/DBFOT) basis and if so, the details thereof along with the estimated cost of the project; and

(e) the details of the bids received for this project along with the time by which the project is likely to be started and completed?

(a) & (b) Allocation for development and maintenance of National Highways (NHs) are made State/ Union Territory(UT)-wise, other agency-wise (National Highways Authority of India (NHAI), Border Roads Organisation (BRO), National Highways and Infrastructure Development Corporation Limited (NHIDCL), etc.) and not NH-wise or Lane-wise. The State/ UT-wise details of length of NHs with four or more lane and funds allocated and expenditure incurred on maintenance and repair (M&R) of NHs during each of the last three years and the current year is annexed. No separate targets are fixed for four laning of NHs.

(c) & (d) Considering the traffic density and requirement to enhance capacity, Government has approved development of four laning of the Amravati – Chikhli – Fagne – Maharashtra /Gujarat Border in June, 2015 in three packages namely, Amravati – Chikhli, Chikhli – Fagne, Fagne – Maharashtra /Gujarat Border under the National Highways Development Project (NHDP) Phase - IV in Build – Operate – Transfer (BOT) (Toll) Mode with estimated Total Project Cost (TPC) of three packages of Rs. 6,026.42 cr.

(e) The works for Amravati – Chikhli and Fagne – Maharashtra /Gujarat Border packages have been awarded in July, 2015. Works in both these packages are likely to be started in March, 2016 and completed by September, 2018. No bids have been received in response to the Request for Proposal (RFP) for Chikhli – Fagne package. It is premature at this stage to indicate likely date of start and completion of Chikhli – Fagne package.
