Question : Incentive to States under PMGSY


(a) whether the Government proposes to provide financial incentive of 5 per cent to the best performing States for maintenance of roads under Pradhan Mantri Gram Sadak Yojana (PMGSY);

(b) if so, the details thereof along with the total expected allocation for the said incentive; and

(c) the details of the States which are being given such incentive along with the parameters required for such selection?

(a)to(c): While making indicative allocation to the States at the beginning of financial year 2016-17, the Ministry had set aside Rs. 1076.49 crore which is nearly 6% of total funds allocated to Pradhan Mantri Gram Sadak Yojana (PMGSY) for incentivizing the States, based on their performance. Only top one-third performing States, which show higher performance on the basis of following weighted parameters, would be entitled for the incentive:

Parameters Weightage

Achievement of Target length of the year 30%

Achievement of Target Habitations of the year 30% (States where no habitations
target is assigned, 60% weightage
will be given to length)

Length constructed under New Technology during the year 15%

Quality of road (Submission of ATRs of NQMs) 10%

OMMAS data entry 5%

Maintenance policy 10%

The performance will be judged on the basis of achievements of the States as on 31st December, 2016. Funds released as incentive can be utilized for the purpose of periodic maintenance of rural roads constructed under PMGSY.
