Question : Citizenship Amendment Act

(a) whether the Citizenship Amendment Act has been finalised and come into effect;

(b) if so, the details thereof along with the details of number of detention centres opened, the number of people who are unable to prove their citizenship put up in the detention centres and the number of people released;

(c) whether the Government is considering for release of all persons from the detention centres; and

(d) if so, the time at which it is likely to be finalised?

(a) to (d) The Citizenship (Amendment) Bill, 2019 was considered and passed in Lok Sabha and Rajya Sabha on 09.12.2019 and 11.12.2019 respectively. After receiving assent of President of India, the Citizenship (Amendment) Act, 2019 (CAA) was notified on 12.12.2019. The CAA has come into force on 10.01.2020.
Detention centres/camps are set up by the State Governments/ UT Administrations concerned as per their local requirements for imposing restriction on the movement of such illegal migrants whose nationality needs to be verified. These

restrictions may be imposed till their deportation to their native country. Details about detention centres and persons detained therein are not centrally maintained.
In pursuance of the order dated 10.05.2019 of the Hon’ble Supreme Court of India in WP (Civil) No. 1045/2018 – Supreme Court Legal Services Committee vs Union of India and Another, Govt. of Assam has issued a notification on 29.07.2019 providing for conditional release of declared foreigners who have completed more than 3 years in detention centres.
