Question : Energy Generation through Waste- Garbage

(a) whether the Union Government has set up new projects at some places in the country for generation of power from municipal solid wastes/garbage or assisted the State Governments for this project;
(b) if so, the details along with the estimated cost and power generation capacity thereof;
(c) whether it is proposed to extend the projects to various other States in the country particularly in the State of Karnataka;
(d) if so, the details thereof and if not, the reasons therefor;
(e) whether the Government has also taken any steps to increase the capacity of production of power from biomass in the country; and
(f) if so, the details thereof, State/UT-wise and if not, the reasons therefor?

(a)&(b) A total capacity of 63.50 MW of projects for generation of power from municipal solid wastes/garbage have been set up in the country in recent past by private developers selected by competitive bidding by Local Urban Bodies in various States.
The State/UT-wise details of projects set up in recent past along with the estimated cost and power generation capacity are given at Annexure-I.
(c)&(d) Various steps taken by the Union Government to promote installation of projects for generation of power from municipal solid wastes/garbage in the country including the State of Karnataka are given as below:
(i) Concessional Customs Duty and GST at rate of 5% for initial setting up of grid connected projects for power generation from wastes of renewable nature including Municipal Solid Waste/garbage;
(ii) According to the amended Tariff Policy, Distribution Licensee(s) shall compulsorily procure 100% power produced from all the Waste-to-Energy plants in the State, in the ratio of their procurement of power from all sources including their own, at the tariff determined by the Appropriate Commission under Section 62 of the Act.
(iii) Under Swachch Bharat Mission-Urban, Financing of upto 35% of the cost in the form of Viability Gap Funding to States/Union Territories is available for Solid Waste Management (SWM) project including Waste to Energy projects based on Municipal Solid Waste/garbage.
(iv) Under Rule 21 of Solid Waste Management Rules 2016, non-recyclable waste having calorific value of 1500kCal/kg or more shall not be disposed of on landfills and shall only be utilized for generating energy either or through refuse derived fuel or by giving away as feedstocks for preparing refuse derived fuels.
(e) & (f) In order to increase the capacity of production of power from biomass in the country, Ministry of New & Renewable Energy launched a scheme to support biomass based cogeneration in sugar mills and other industries. The scheme supports biomass based cogeneration, projects with Central Financial Assistance (CFA) @ Rs 25 Lakhs / MW of surplus exportable capacity and Rs 50 Lakhs / MW of installed capacity depending on the type of fuel used. The State/UT-wise details of projects of production of power from biomass are given at Annexure-II.
