Question : LABOUR FORCE



(a) the details of the new methods created for skill building during the Tenth Five Year Plan period for the entire labour force;

(b) the extent to which these new methods helped the labour force to acquire vocational skills;

(c) whether the strategy for skill building framed in the Tenth Plan has achieved its goal;

(d) if so, the details thereof; and

(e) if not, the steps taken by the Government to adopt effective strategy for skill building for the Eleventh Five Year Plan?

(a) to (d) During the Tenth Five Year Plan, a Centrally Sponsored Scheme, namely ‘Testing & Certification of skills of workers in Informal Sector’ has been taken up by this Ministry for testing & certification of skills of workers acquired through informal mode.

The scheme is presently being implemented by the States of Jammu & Kashmir, Kerala, Orissa, Punjab and Tamil Nadu; besides other agencies like Construction Industry Development Council (CIDC), National Academy of Construction (NAC), Hyderabad; and Cane & Bamboo Technology Centre (CBTC), Guwahati. So far, about 8000 construction workers were tested and certified under the scheme.
