(a) to (c): With the enactment of the Unorganised Workers’ Social Security Act, 2008 (UWSS Act) Government of India has created a legal framework for providing social security benefits to the workers in the unorganised sector. The UWSS Act provides for constitution of National Social Security Board at the national level, the functions of which inter alia include-
• Recommend to the Central Government suitable schemes for different sections of unorganised workers.

• Advise the Central Government on such matters arising out of the administration of this Act as may be referred to it
• Monitor such social welfare schemes for unorganised workers as are administered by the Central Government
• Review the progress of registration and issue of identity cards to the unorganised workers
• Review the record keeping functions performed at the State Level
• Review the expenditure from the funds under various schemes and
• Undertake such other functions as are assigned to it by the Central Government from time to time.
The details of beneficiaries in unorganised Sector is not centrally maintained. Available details of the amount spent under various schemes are at annexure.
The Unorganized Workers Social Security Act, 2008, Section-10, envisages registration of all unorganized workers by the States/District Administration. Accordingly, Ministry of Labour and Employment has approved a proposal for creation of a National Database of unorganized workers and give them a Unique ID i.e. Unorganised Workers Identification Number (UWIN).
