Question : NRHM

Will the Minister of HEALTH AND FAMILY WELFARE be pleased to state:

(a) the latest status of the National Rural Health Mission (NRHM) in the country;

(b) the details of the number of pending health projects under the NRHM in Chhattisgarh State;

(c) the funds allocated, released and utilised under the said projects;

(d) whether the Government has tried to assess the effectiveness of the scheme and loopholes in its execution and if so, the details thereof;

(e) whether the Government is aware of unavailability of essential drugs and diagnostic kits in Government hospitals and also that often medical equipments remain out of order in the said hospital; and

(f) if so, the details thereof and the details of corrective measures taken in this regard?

(a): National Rural Health Mission (NRHM) is now a sub- Mission under the National Health Mission (NHM).
(b) &(c): As per information received from the State of Chhattisgarh, pending health projects under the NRHM and funds allocated, released and utilised under the said projects in Chhattisgarh State are Annexed.
(d): The effectiveness of NRHM/NHM has been regularly assessed, inter-alia, through external surveys such as, National Family Health Survey (NFHS), District Level Household Survey (DLHS), Annual Health Survey (AHS) and Sample Registration System (SRS). Institute of Economic Growth (IEG) conducted an evaluation of NRHM on behalf of the Planning Commission. Further, Common Review Missions (CRMs) also undertake a review of NRHM/NHM annually.

(e) & (f): Public health and hospitals being a State subject, such information is not maintained centrally. The primary responsibility to ensure the availability of essential medicines, diagnostic kits and functioning of medical equipments lies with the respective State/ UT Governments. However, under NHM, support is provided to States/ UTs for strengthening of their healthcare facilities including support for provision of essential medicines and diagnostics free of cost in public health facilities based on the Programme Implementation Plans submitted by the States/UTs. Support under NHM is also provided to States/UTs for implementing the comprehensive bio- medical equipment maintenance to ensure functionality of biomedical equipment in public health facilities. Ministry of Health and Family Welfare has provided detailed Guidelines including model RFP for NHM Free Drugs Service, NHM Free Diagnostics Service Initiatives and for Comprehensive Bio-Medical Equipment Maintenance System.
For the State of Chhattisgarh, under the NHM, Rs 47.87 crore is approved in 2016-17 towards provision of free drugs, Rs 12.65 crore towards provision of free diagnostics and Rs 2.5 crore for Bio-Medical Equipment Maintenance System. Further, approval has also been provided for implementation of the Drug and Vaccine Distribution Management System (DVDMS) to facilitate monitoring of availability of drugs at different facilities and warehouses.
