(a) State-wise amount allocated by the Union Government to D.R.D.As under various rural
development schemes in the country during the last three years and the current year;
(b) whether the Government ensure proper utilization of funds;
(c) if so, the agency responsible for this purpose;
(d) whether the Government have taken any action to remove the shortcomings; and
(e) if so, the details thereof?

(a) Statement relating to State-wise amount allocated by the Union Government to DRDAs
under various Rural Development Schemes in the country during the last three years and the
current year is annexed.
(b) to (e) To ensure proper utilisation of funds, and to remove the shortcomings the
Ministry of Rural Development have taken following steps :-
i. The Ministry has developed a comprehensive system of monitoring the implementation of
the Rural Development programmes through regular review at the Central and the State
levels.
ii. Vigilance and Monitoring Committees have been formed at the State, District and Block
levels for monitoring of the implementation of the programme. Local MPs and MLAs are
the members of the District and Block Level Committees, respectively.
iii. Regular monitoring of the programme at the State/Central Level, on the basis of Monthly,
and Annual Progress Reports.
iv. Visit of the Area Officers of the Ministry at regular intervals to States/DRDAs.
v. To remove the shortcomings and to improve the quality of implementation of the rural
development programmes, the Ministry of Rural Development has introduced a four
pronged strategy consisting of Creation of Awareness about the Schemes, Transparency,
Peoples` Partnership and Accountability, Social Audit through Gram Sabhas. Instructions
have been issued to the States for taking up Awareness Generation Campaign, which
includes organization of Gram Sabha meetings, putting up wall paintings and sign boards
in all Village and Block Panchayats indicating the various schemes under implementation,
the cost of each scheme, the allocation made by the Ministry of Rural Development for
such Schemes, date of commencement of the schemes, expected date of completion and
such other details which are relevant for the beneficiaries.
