Question : Phase II and III of PMGSY

(a) whether construction under Phase II and III of the Pradhan Mantri Gram Sadak Yojana (PMGSY) has started in Bihar;

(b) if so, the details thereof and if not the reasons therefor;

(c) the places where construction under Phase II has started along with the status of the same;

(d) whether all the incomplete construction of Phase I will be taken up under Phase II & III and if so, the details thereof;

(e) the details of the States where the PMGSY has not moved to Phase I;

(f) the details regarding the roads constructed under PMGSY in Bihar during the last four years, district-wise; and

(g) the quantum of funds allocated and utilized for the same in Bihar during the said period?

(a) to (c): The State of Bihar has been allocated a target length of 2465 km for upgrading the existing rural roads under Pradhan Mantri Gram Sadak Yojana-II (PMGSY-II). As reported by the State Government, DPRs for 2,465 Km under PMGSY-II is under preparation.
The Government has recently approved phase-III of Pradhan Mantri Gram Sadak Yojana (PMGSY) for consolidation of Through Routes and Major Rural Links connecting habitations, inter-alia, to Gramin Agricultural Markets (GrAMs), Higher Secondary Schools and Hospitals at an estimated cost of Rs. 80,250 crore. The Government is taking steps for implementation of phase-III of PMGSY.

(d): Works sanctioned under PMGSY-I shall be completed by the State under PMGSY-I itself.


(e): All the State Governments have got sanctions under PMGSY-I. 19 States have already transited to PMGSY-II. The States of Arunachal Pradesh, Assam, Bihar, Himachal Pradesh, Jammu & Kashmir, Manipur, Mizoram, Nagaland and Uttarakhand and Union Territories have not yet moved to PMGSY-II.

(f): Details of roads constructed in Bihar during the last four years district-wise are at Annexure.

(g): The details of funds released by Government of India and utilized under PMGSY in the State of Bihar during the last four years are as follows:-
