Question : Drinking Water and Sanitation Facilities

(a) whether one-fourth urban population is still devoid of clean drinking water and sanitation facilities;

(b) if so, the details thereof along with the details of the efforts made in this regard during the last three years;

(c) whether the Union Government and the State Governments have jointly formulated any concrete plan to provide clean drinking water and sanitation facilities and if so, the details thereof; and

(d) the funds allocated during the last three years, State-wise including Uttar Pradesh?

(a) to (c).As per the Handbook of Urban Statistics, 2019 published by Ministry of Housing & Urban Affairs, 91.4% households in urban India have access to source of drinking water, 81.4% urban households have access to latrines and 81.8% urban households have access to drainage facilities.

Drinking water and sanitation are State subjects. The Central Government supplements the efforts of States and Union Territories (UTs) through various program interventions, in improving these facilities in the selected cities/towns. The Atal Mission for Rejuvenation and Urban Transformation (AMRUT)was launched by the Government of India on 25 June, 2015 to improve basic infrastructure in500 selected cities/towns throughout the country with focus on water supply; sewerage and septage management; storm water drainage; non-motorised urban transport; and development of parks and green spaces.

Selection, appraisal, approval and implementation of individual projects under AMRUT is the responsibility of the State/UT. The Ministry of Housing & Urban Affairs approves the State Annual Action Plans (SAAPs) submitted by the States/UTs and releases Central Assistance as per Mission guidelines.

SAAPs of all the States/UTs amounting to ?77,640 crore, including committed Central Assistance of ?35,990 crore, have been approved for the entire Mission period under AMRUT, of which, projects costing ?39,011 crore have been approved in the water supply sector and projects costing ?32,456 crore have been approved in the sewerage and septage management sector.

Similarly, Swachh Bharat Mission-Urban (SBM-U) was launched by the Government of India on 02.10.2014. Under SBM-U, assessment of requirement of sanitation infrastructure is done by the State Governments and the proposals are sent accordingly to Government of India for funding of the Central Share of the project cost. The proposal are formulated and approved by State High Powered Committee.

(d). Central Assistance for implementation of projects under AMRUT & SBM-U are allocated for the entire Mission period, which are financial year 2015-16 to financial year 2019-20 for AMRUT and financial year 2014-15 to financial year 2019-20 for SBM-U, and not year-wise. The State/UT-wise details of Central Assistance allocated for the entire Mission under AMRUT and SBM-U is placed as Annexure.
